Whether or not it’s a psyche depends on their agreement for a simple overcall. Whether or not it should be recorded if it is, depends on whether or not it was fielded.
Hmm. The general strength of the hand is fine for most partnership's overcalls. The suit quality is a little bit lacking. It looks more like a deviation to me, a decision to overcall on worse suit quality than usual, rather than a gross misrepresentation. As pg10003 notes, this might just be within their agreed style, although I'd expect an agreement to overcall on any 4 card suit to be disclosed.

The only regulation I can find is WB1.4.3: Psychic bids do not have to be reported but a player may request the TD to record them.
This was in an online club event in which it is, unfortunately, rare for pairs to have a convention card. It was not fielded but the opponents felt they had been damaged. I know this shouldn't influence things but the offending pair have a bit of a reputation for "creative" bidding.

No doubt they don't have an explicit agreement but, if they have done this before, then they may have an implicit agreement. Failure to alert an alertable bid will of course result in misinformation.

I think psyche recording practice varies by club – at at least two of the clubs I've played at, it's standard for players to ask any psyche to be recorded, even if it's unanimously agreed that nothing suspicious was happening (in fact, players have been known to call the Director to report their own psyche).
I don't think anything is actually done with the reports in question (other than them potentially being used as evidence for concealed partnership understandings if a questionable psyche happens at a later date).
These are clubs where events are usually short and players don't play very often (e.g. a player might well play only 20 boards a week), so having a long-lasting record may be useful (as even if a player always psyches in a particular fairly common situation, they may nonetheless only have an opportunity to do so once every few months).
