Bid out of Rotation at Partner's Turn to call
Your views please.
The bidding went as follows:
1C (South), 1H (West) and then South bids 1S out of turn when it is his partner (North's) turn to bid.. I have noted ( hopefully rightly ) as south (the offender) had already previously called (1C) Law 31 (B) would not apply. So how do you rule as TD and what you say at the table ? Which Law what would apply ?

Law 31B _does _apply.
(It only does not apply if it is LHO's turn to call & offender has already called - i.e. he produces two calls in succession with no call in between - this is considered to be an attempted change of call - 31C)
West may accept South's call out of turn (coot), in which case, bidding simply continues with West to call.
If West rejects South's coot then the call is cancelled and bidding reverts to North, who must view South's call as UI (it is AI to EW). On South's next turn to call, he must make a comparable call else North is barred from bidding for one turn and, if EW take the contract, lead restrictions may apply for the first time North is on lead, when declarer may prohibit the lead of any suit not bid by NS during the legal part of the auction. If the director judges that the offending side have gained from the infraction then he may award an adjusted score.
