Call OOT
It is North’s turn to call. South bids 1NT (12-14) out of turn, not accepted by west. North bids 1NT (12-14) followed by a pass from east.
A 2NT response to an opening of 1NT would show 11-12 points in their system. Am I right in thinking that south does not have a comparable call?
2NT would now show 12 points and a transfer or stayman bid (without the withdrawn call) could be much stronger or weaker than 12-14.

I think you are right. It seems to me that the sensible thing to do would be to bid 3NT.
For a lot of opening calls out of turn (with partner as dealer), there is not have a comparable call when partner opens 1NT.
