"BCS Already Running" but isn't!

Hi
I've been asked by one of their local clubs to help resolve an issue they have.
They are using EBU Score Pairs 2.1 on WIndows 10
They can get that to work entering scores manually and upload them to internet but when they try and launch BCS
they get a message 'BCS already running'
Only problem is that it isn't running - any ideas?

    It turns out that the location of BMPro.exec had been set to point back to EBUScore itself!
    When I fixed that problem disappeared

    I have seen the 'location of BMPro executable' set to all manner of executables: including other scoring programs and ftp clients.
