EBUScore PSMoveManual.txt and odd number of tables balance

Near the end of the latest (28Nov2022) PSMoveManual.txt, in the [MS] section, it states:

"For full odd table Howells (3, 5, 7, 9 etc), 100% balance can be achieved by switching compass direction on the second board at a particular table."

Does anyone know where this comes from? Maybe it should be qualified by "It is said that ... but this is disputed".

I'm assuming "100% balance" is the same as Manning (population) standard-deviation factor of 0.

For 3 tables, all play all (once only), trying all possibilities for any relay positions and sharing, the best balance factor achievable is 1.63 (39%).

For 5 tables it isn't feasible to try all possibilities but it is possible to test that perfect balance isn't possible.
