Incorrect Stop card used.
When anyone is making a Stop bid, they usually pull out the stop card. Put it on the table, then go back to the bidding box to pull out the Stop bid.
It happened this week, when someone intending to make a Stop bid, first accidentally picked up the Pass card, put it on the table and when back for the 2S card. We let it go as we knew he intended to pick out the Stop card. I’ve seen it happen at odd times before.
So the auction starts:-
N. E. S. W
1C *2S (*Pass card used accidentally)
However I wondered how to handle the situation where East (first puts down the *Pass), South sees it and puts 1H on the table, then East, digging back into the bidding box completes his bid by putting down the 2S bid.
Should we now treat it as a bid out of turn.

This is a permitted change of call - Pass was not the intended call.
Law 25A6 applies to a call made over the Pass - it can be withdrawn and there is UI for the side that Pass/Stopped and the call over the Pass is authorised to the other opponent.
