Why?
To take it to an extreme, surely a top earned on a board played 100 times is worth more than a top on a board played 4 times?
I seek enlightenment!

It is (in the same event), Neuberg is your friend.
Follow the references in the rest of the section you quoted and you'll find that smaller sub-fields are unable to attain the top that they are measured against.
I will come back on this when I've had a chance to do a proper analysis.
