Minor penalty card

I'd like to check that my understanding of how to treat a minor penalty card is correct.

Third to play to a trick, defender East simultaneously pulls out the Queen and four of spades. They elect to play the Queen to the trick, so that the four becomes a minor penalty card.

The Queen wins the trick.

  1. East can now play any of: a suit other than spades, a spade honour, or the four of spades.
  2. If West wins that next trick, then there are no lead restrictions and West can lead any card they wish to the next trick, regardless of the fact that they know about the location of the minor penalty card.
