If defender on lead places their lead card on the table, face down, is there any rule that will allow them to change their lead card?

If the other defender has led face up and that lead has been accepted then I agree that it will be withdrawn, but if the lead is not accepted and the opening leader is allowed to lead "anything", would we allow the card to be changed?
Along similar lines – if the defender not on lead attempts to lead face down, is the lead automatically retracted? Or does declarer get a chance to accept it?

The TD can allow it and will usually do so if there has been misinformation during the auction that might have affected the lead.
Various parts of Law 47 could apply - but it if the lead is withdrawn it will not be a penalty card.

It is retracted. The lead has not yet been faced.
