It is automatic. The USEBIO (XML) results file identifies the organiser, their EBU number, the participants and the UMS code (called P2P in EBUScore, and something like CHARGE CODE in the XML). Green/Blue-point events' income (whether they need a licence or not) is collected via UMS - when the session is processed for master points at the end of the month, it is also processed for UMS and an invoiced is raised with the organiser.
I assume you mean how much does a county or club pay the EBU for these events?
Events have a code which you use when you submit the results to the EBU; - 50 for a Blue Point event, and 60 for a Green Point event.
A normal club event is code 10.
The EBU then invoice the county or club accordingly
Before P2P/UMS, the licence holder had to fill in a form with number of tables (for local- and green- pointed sessions) add it all up, and attach a cheque, and send to Aylesbury.
