Rudeness during an appeal

I'm currently hearing an appeal, and one of the players has been (IMHO) quite rude to me. In seeking to obtain information (by email), and chasing up a repsonse I got "I have not responded as I can see from your questions that you have already decided the outcome", and "Please do not contact me again re this matter."

Am I over-reacting or is this unacceptable?

If the latter, what do I do? Do I have the option of a discplinary penalty?

You do have the option of giving a disciplinary penalty. Are you hearing the appeal alone? Have you consulted with anyone?
